A relevant Bill ‘On Amendments to several Laws of Ukraine (appertaining to granting the Status of Civil Servant to Medical, Educational , and Research and Educational Employees) is under consideration in the State Building and Local Self-Government Committee.

The Bill (Reg. No.1415) envisages increasing the level of financial provision for Medical, Educational, and Research and Educational employees, whose labour payments are effected from the State Budget of Ukraine, to improve the social protection of such employees, enhance the image of these vocations, and resolve the problem of provision of staff in Educational and Public Health Institutions, especially in rural locations.

Amendments are envisaged to Clause 9 of the Law ‘On Civil Service´ according to which ‘regulation of the Legal status of Civil Servants working in Prosecutor´s Offices, Courts, The Diplomatic Service, Customs Control, Security Service, Internal Affairs, Education, Public Health and others, is provided according to this Law, unless otherwise established in the Laws of Ukraine´.

The Bill also proposes that, ‘a reserve of personnel shall be created from those employed in Local and Regional Self-Governments, Industrial, Socio-cultural, Scientific, Medical, Educational and other sectors, as well as Graduates of Educational Institutions of the relevant profile´.

The Amendments to the Law, ‘On Essentials of Public Health Legislation of Ukraine´. envisage that ‘the Law ‘On Civil Service´ is applied to Medical staff who have completed their full Higher Education in the speciality of ‘Medicine´, and are working according to their profession´.

 The intended amendments to the Law ‘On Education´ propose that ‘Teaching and Research and Educational employees will be entitled to a Long Service bonus, provided to educational and research and educational workers to whom the Law ‘On Civil Service´, applies, on a monthly basis as a percentage of the salary, taking into account their position and Civil Service experience, in the following amounts: 10 percent for service 3 years and over, 15 percent for 5 years and over, 20 percent for 10 years and over, 25 percent for 15 years and over, 30 percent for 20 years and over, and 45 percent for 25 years and over.

The Sponsor of this Bill, People´s Deputy, V.Pylypyshyn, drew attention to the fact that the adoption of the provisions of this Bill will require amendments to the Laws ‘On Civil Service´, ‘Essentials of Ukraine´s Public Health Legislation´, ‘On General Secondary Education´, On Pre-School Education´, and ‘On Out-of-School Education´.

V. Pylypyshyn stressed that since realisation of these innovations is envisaged to start from 1 January 2009, the required expenditure should be allowed for in the State and Local Budgets 2009.
